Open addresses in the UK: Council Tax address lists available as open data
This page is a list of Council Tax address datasets that have been disclosed by UK local authorities with permission for re-use on open data terms.
Currently 60 councils are listed below with information about datasets containing a total of 7,824,407 address records.
Each dataset typically contains address records for every domestic (residential) property in the authority's geographic area. Datasets were disclosed with UPRNs (Unique Property Reference Numbers) except where otherwise noted.
Most of these datasets were released to Owen Boswarva following requests made under the Freedom of Information Act 2000 and the Re-use of Public Sector Information Regulations 2015, with permission from the relevant local authorities for re-use under the terms of the Open Government Licence (or compatible open terms).
In most cases, links to downloads containing the disclosed data are non-operative following a legal email from Ordnance Survey received on 8 May 2026. OS and GeoPlace LLP maintain that address data in most of the previously published Council Tax datasets "contains the intellectual property rights of Ordnance Survey, GeoPlace and Royal Mail. Therefore, to the extent that anyone has downloaded or otherwise used such data, they should note that it is subject to such third party intellectual property rights, and cannot be used without express consent from Ordnance Survey, GeoPlace and Royal Mail."
